DESCRIPTION:Across the United States\, fossil fuel infrastructure emits toxic air pollution and planet-warming greenhouse gases that drive climate change. Low-income communities and communities of color bear the brunt of both\, living on the front lines of impacts from climate change as well as suffering the harms of localized co-pollutants\, like particular matter and nitrous oxides\, emitted by nearby facilities. A just and equitable climate mitigation policy for the power sector must make the elimination of the sector’s outsized impact on these environmental justice (EJ) communities an explicit goal. \nA new joint report by Dr. Nicky Sheats of the John S. DESCRIPTION:Community based truck counting is the on-the-ground assessment of on-road truck and vehicular traffic passing through a neighborhood at a given time. We will also be monitoring the air pollution that’s given off in these locations! \nWhy are we doing this? This type of data is invaluable in showing disparities across and even within communities when it comes to heavily trafficked roads that are located near where people live\, work\, and play. \nYou’ll have several opportunities to join us at either 8am\, 12pm\, or 4pm on both days. We’ll also have a virtual information session on Tuesday\, April 25th at 10am and 6pm for those who’d like more information on the event. West Avenue\, Vineland\, NJ\nProgram Interest (PI) No: 75507\nPermit Activity No: BOP190002 \nThis facility’s location has been identified as part of an overburdened community pursuant to the NJ Environmental Justice Law\, NJSA 13:1D-157 et seq. In accordance with NJ Administrative Order No. 2021-25\, VMEU intends to hold a Public Information Session at the following time and location: \nDate: April 20\, 2023\nTime: 6:00 p.m.\nLocation: City Council Chambers Vineland City Hall 640 E. Wood Street\, Vineland\, NJ \nFor additional information regarding the information session\, or to obtain a copy of the pending permit application\, please contact Jeff Davis via e-mail at jdavis@vinelandcity.org. The only significant source of emissions at the Howard M. Down facility is Unit 11. Unit 11 comprises a 64 megawatt electric generator powered by a simple cycle combustion turbine\, and supplies electrical power to the regional electric power grid. Unit 11 has been in operation since 2011\, and is a major source for NOx emissions only. With this permit renewal with significant modification\, VMEU is seeking a slight increase in the maximum hourly heat input limits for Unit 11. The limits have been adjusted to correct a previous error from the prior authorization (August 31\, 2005 – BOP100003) \nVMEU encourages public participation from interested parties either through attendance at the public information session\, or by submitting written comments to Jeff Davis via e-mail at jdavis@vinelandcity.org. VMEU encourages those submitting comments to include information regarding existing environmental and public health stressors that could result in adverse impacts on the affected community. SUMMARY:Webinar: How Clean Shipping Policies Can Improve Air Quality & Save Lives
DESCRIPTION:An overview of opportunities to accelerate a zero-emission maritime future and tools to quantify air quality and health benefits of port electrification\nCalifornia’s Air Resources Board (CARB) recently began implementation of two Ocean Going Vessels and Harbor Craft regulations. The 2020 At Berth Regulation requires certain Ocean Going Vessel types\, including container vessels\, reefer and cruise ships\, to plug into shore power while at berth. The 2022 amendments to CARB’s Commercial Harbor Craft Rule requires certain types of harbor craft to use cleaner upgrades and newer technology\, and for short-run ferries to achieve zero emissions by 2026. CARB reported that the harbor craft amendments alone will yield more than $5 billion in health benefits. \n \nIn February 2023\, the International Council on Clean Transportation released a study highlighting the health and air quality benefits of port electrification in other parts of the country\, including Seattle and New York City. The ICCT study shows that port electrification\, including shore power and electric drayage trucks\, can reduce air pollution\, save lives\, and offer millions in public health benefits each year. The tools ICCT used to estimate air pollution reductions and health benefits are free to use\, meaning ports or other interested stakeholders can perform their own analyses. \nPolicies like CARB’s shore power and harbor craft regulation\, coupled with port-side electrification\, helps to reduce ship and port pollution — improving air quality and public health\, saving lives and advancing industry decarbonization goals.
